I live in Germany berlin, I came as a refugee to Germany since 4 years. I'm from Eritrea home town, as many of you know we have a dictatorship president for the last 23 years and military service with a limit, thats the reason we left eritrea.

I would stay away from agencies. There are no agencies that work directly with the government - so I would be concerned by what they are telling you since it's not really true.

If you wish to become a PR, you will have to apply to immigrate through one of Canada's economic immigration programs. I would recommend that you start by researching the Express Entry program. Details are below:
