I got offer letter from quebec University. And i appliedbfor CAQ. I want to ask how much time it will take to get CAQ and i don't have ielts score. My university did not required. So for study permit do i need IELTS and i am getting funding for my studies. Do i need to buy GIC. someone please answer it.

All these depend on the country you are applying from. You either need an IELTS or equivalent English test or a TEF(test d'evaluation de francais) or an equivalent French test to pass the language requirements, unless you are from a country that is exempted from such requirements, or you have studies a program in said exempted country. You will need to see the visa office instructions for your particular country.
