Sure - you can apply without IELTS. But only if you take either CELPIP or TEF.

CELPIP is not available outside of Canada. You'll need to take IELTS.

Where you live makes no difference in how many points you need. It's the same for you as for anyone else. If you want additional points, then yes - your spouse will need to take IELTS.
