Immigration Plan, Fraud or not?

Hey everyone,

Not sure if its the right section. I'm just here to ask a one time question and would appreciate some help. Someone asked for some help regarding immigration for a relative/friend about a plan where students in grade 4 to 12 can study in Canada for $2-3000 and their parents can also receive a visa. This seems like a fraud to me but I thought a forum about the topic could help shed some light, has anyone heard of such a plan?

Fraud. Just apply for any public high school here and you will receive a study permit, then the parents can apply for travel visa. My father got a 10-year travel visa (not super visa).
