Immigration options for Spouse of a Temporary Foreign Worker

I am working in Canada on my Post Graduate Work Permit. I want to call my spouse in Canada, but she is not going to work. Can I apply Visitor Visa for her ?

What are the other immigration options to call spouse in Canada (Open work permit, or TRV, or any other)? Which option will have less processing time and advisable to execute ?
