Hello everybody,

My name is Ivan, I'm 19 years old, originally from Colombia but majoring in Chemistry in the USA under a F-1 student visa. I want to become a Canadian permanent resident as soon as I graduate from College.

I have a lot of questions about the process to Immigrate to Canada. I want to go to Quebec since I want to live in a french speaking community. My ideal plan is to apply for residency the summer of 2013 because I know the process takes about a year and I want to have an answer by the time I graduate. The thing is that at that time I will obviously not have earned my diploma and will not have had a job offer since I'll still be in college so I don't know if I could still apply as a skilled worker. I speak Spanish and English fluently and intermediate in French, hopefully will also be fluent by the time I graduate, since I am taking french courses in college.

So here are my questions:

1) Under what category should I apply?
2) What are all the documents necessary to apply?
3) How much does it cost?
4) How can I get a job in Canada?
5) Could I apply for residency and stay in the USA for around a year until I have a job in Canada?

I would really appreciate it if you could orientate me on this since I am trying to plan ahead and have as much time as possible.

2. Pointless to apply under skilled worker as you won't have your degree and you won't qualify. Without any work experience you won't qualify either.
 
2 options

1: Complete your degree and work for at least a couple of years before you apply.

2: Come to Quebec on a temporary visa like a student or worker and work on your immigration later. Note that if you go as a student, you will need to show funds and if you go as a worker, you'd have to find the job and get the work permit first.

With just a job offer, fresh out of college with no work experience, I doubt you will make enough points to apply for residency. However, with an employer who is willing to apply for your LMO and gets it, you can apply for a work permit. With a work permit, you can live in Canada and work and after a couple of years, you will have the work experience you need to apply for residency.
