2, Yes you could apply for your mother when the parents sponsorship opens next january, if you meet the financial criteria. Note that there are usually only 5000 spaces and they go in about 4/5 days,

All 5,000 spaces were snagged in a day and a half this year. I would be expecting even worse next year.
