Hello,

My parent from South Korea wants to come to Canada this month. Is it possible to visit with visa waiver program?

I can't go to Korea because the Korean government halted the visa waiver at the moment, but Canada seems no such restriction in place. This is what I found online

You appear to speak American immigration, but as Korea is a TRV-exempt country, your parent would have to go online and apply for an eTA (electronic travel authorisation) if s/he doesn't already have one.
S/he will be asked for a quarantine plan on arrival, but it otherwise seems entirely possible.
