Hi,

I am a foreigner with ETA and would like to visit my husband who is PR currently living in Canada. My husband returned to Canada through the border last year without being reported due to H&C consideration and advised to stay put for 2 full years.

I understand I need to provide marriage certificate to proof our relationship and a PR card copy for his PR status at the airport and port of entry. However, my husband has not applied for his PR card yet because it is still 6 months short to fulfill his RO. Other copies of documents are acceptable to proof his PR status at the airport and port of entry such as social insurance card, health card, land paper or tax return form?

Very hard to say whether not having a valid PR card will be an issue when you try to board a flight.
 
Yes, the ircc website says it vaguely. "PR card is only an example". And I don't know where I can get the official answer before I buy the ticket.

It is really up to the airline and how the staff assesses your situation on that day. You can also send a webform asking about what documents will be needed if you don't have a valid PR card. a copy of your marriage certificate is one of the documents you should have.
 
But seems IRCC webform can only be used when I have "submitted an application or profile."?
