Immediate advice needed PLEASE

Unfortunately I don't see any way you can immigrate together. Your mother's options are very limited since it doesn't sound like she is a professional with recent skilled worker experience. You and your sister are essentially independent adults now (i.e. no longer dependent on your mother).

If you qualify, you and your sister could apply to immigrate independently (i.e. each qualify on your own). You cannot include your mother as a dependent in your applications. Once you are in Canada and PRs, you can then sponsor your mother. However note that CIC is not accepting parent sponsorship applications at this time (this freeze is expected to last for another year and a half) and that parent applications typically take years to process.

If you or your sister were able to obtain a work permit - this still wouldn't help. A work permit does not allow you to bring your mother or your sibling with you to Canada.

Let's say your mother was able to qualify as a live in caregiver and come to Canada on a live in caregiver permit, she still wouldn't be able to bring you and your sister with her. (Note that to qualify as a live in caregiver, your mother needs to have one year of related paid full time experience or six months of full time related studies in the last three years.)

So the short answer is that there's really no way for all of you to immigrate or come here together.

Ok any other way like we can go at different times, but I just want we three of us should stay in canada for our rest of our life. My mother can wait for some time.
I want to ask another think like if I go on study permit, Can I call my mother or can my mother to visit me?
And one more question is my sister eligible for study visa? I am asking this question because currently she is having 4 years gap in her studies as she completed her PG diploma in 2008 but I can arrange Work experience of 3-4 years. Is she eligible.
I am thinking that I can go on study permit, if my sister can go on study permit. Can my mom come on tourist visa and we can be together for sometime. Can this thing happen?

Sure - your sister can apply for a study visa. I don't know if she will be approved, but she can certainly apply.

Your mother can also apply for a visit visa (she only qualifies for a regular visit visa - not a super visa). Keep in mind that in order to qualify for a visit visa, she will have to prove that she has strong ties to her home country and has no plans to remain in Canada long term. This may be difficult for her to prove if both of her children are in Canada and she has no job in her home country. But again, she can certainly try.

A visit visa will allow her to stay for six months. Once the six months is over, she can apply for an extension. There is no guarantee the extension will be approved.

I would strongly recommend against "arranging" work experience. If this is discovered by CIC, it's a two year ban from Canada for misrepresentation and you can forget about ever being approved for either a study visa or a visit visa again.
