My son's birthday is 23 July 2003. He is currently applying for a study permit having already gotten a letter of admission from a university. By the time he travels, in late August, he will already be 18. Do we still need to fill in the Imm5646 form - the custodian declaration?

Yes. Custodianship is required until a child is of legal age of the destination province..
Thank you for the information. Although it is unfortunate that the form is still necessary when in the custodianship will not be necessary.
Yeah, on presumption that if study permit is approved before turning 18...minor can enter Canada. Unfortunately its a requirement
