17 and 21. They have no interest in moving to Canada. They have lives here in the U.S.

Okay. If they're writing letters saying they refuse to be examined as no intent to immigrate ever, i don't think you can make them fill out forms that are part of the examination.

That is what I am thinking. I am just hoping that I can get them to write letters saying that they refuse. I don't have a lot of contact with them, unfortunately. :0(
