IMM 5406 Additional family information form

Hello Guys. I applied PR for my Mother under PGP . I received email from CIC stating to provide IMM 5406 for for both the parents. I haven't sponsored my father because of his business ties in INDIA and wont be able to reside in CANADA. so , when my father fills his IMM 5406 form, who's name will be under APPLICANT section in section A? As he is not Immigrating to canada. Confused with this. Any one experienced with this situation ? pls let me know

I don't believe you can sponsor just the one, they will both have to be on app and be cleared, medicals, etc.

he is non-accompanying spouse. he needs to fill all forms and pass eligibility, background and medical etc even if he is not coming. the sponsor should also meet income requirements including him.
