IMM 0008 which immigration office in USA

i have a question about IMM 0008, Q4 is "immigration office requested for processing this application".
I know all new Economic Class applications should continue to be sent first to the Centralized Intake Office in Sydney, Nova Scotia, Canada (CIO-S). But how to choose this blanket? Newyork or Los Angeles. Looks like both of them are not immigration office now.

Choose "CPC-Ottawa" for USA and Canada.

I have the same question. Is there any weblink that points to the correct choice ?

There are so many conflicting things written out there.
