I just had my surname changed and i am using my husband's family name now..
can i put YES.. since i was using my family name before?


EDUCATION/ OCCUPATIONAL DETAILS

I am a college level... but this is not in the list
what shall i write ?

Yes you can.

Use either 'post-secondary - no degree' or 'non-university certificate/diploma'.

so i can put YES... when i was still single?

Read the question again and the guide. It does give examples of "other name" such as maiden name, alias, etc. So you would say "Yes", and write your maiden name(i.e. your surname before you changed it to your husband's).
