I think so, as long as you bring proof that you have DM!

You can apply for a travel document from the country you are visiting and can enter Canada with that.
P.S. I missed the part that you were traveling to USA, all you need is COPR.

Yes you can travel. Not the DM tho but the COPR.

Read link below for different scenarios that suites your situation

If you're travelling by private car, have your passport and COPR, and this will be enough.

If you're travelling into Canada by air, rail or bus, there is a chance you'll be denied boarding without a PR card. This is quite likely if you are not from a visa-exempt country. If you are visa-exempt, it is possible but relatively unlikely, especially if you're a US citizen.

The way to avoid any problems is to obtain a "permanent resident travel document". Since you'll be in the US for only a few days, and not anywhere near New York, where the visa office is, a travel document is impractical. So the best option is either to:

1. Try your luck travelling the way that's most convenient for you, and hope for the best.

2. Arrange your travel so that you cross the border on foot or in a private car.

You can either go for Option #2 directly or try #1 and go to #2 only if it doesn't work.

You're welcome :)
