I've searched around, read the official gov website, have asked friends but I still am so so confused about the FSWP that opens in May 2013 to move in to Canada. The government website does not clearly say anything about job offers. Neither does it say that applications without job offer would be rejected nor does it say that a job offer is mandatory to apply under the FSWP starting from May 2013. So what exactly are the rules? I know this much. That even now if I had a job offer, I could apply. But if that is the case then what is the difference between now and May 2013 (given that the government website has a section saying job offer requirements for FSWP)? The government site says that only PhD students are exempt. They can apply without job offers in May 2013. What about the rest? Has Canada stopped accepting people who come there first and then search for a job? And what is that list of occupations thing? Does Software Engineering come under that list now? Has that list been removed for May 2013?

Here's my case:

Highest Education: Masters in Computer Science from the U.S.
Current citizenship/residency: India.
Work Exp: 3 years full time as a Software Engineer.

I don't have a job offer now. And I expect that I will not have a job offer too in the near future unless I am allowed to immigrate first and then I look for jobs in the software industry. Is this even allowed in the new FSWP in May 2013? Can I put in my application when I have NO/ZERO job offers? Please reply and help me out! And since my Masters is from the US (have already taken TOEFL, though in 2006), do I need IELTS?

Yes - as of May 4th, CIC will start accepting FSW applications again for applicants without job offers.

Yes - you will have to take IELTS. No IELTS = automatic rejection.
