Hi, I got my PGWP in 2017 but was only able to find full-time work early this year. The PGWP is only 3y so I will be cutting it rather close. I will have 1y full time experience by Jan 2020 and my PGWP expires in March 2020...

I have been rather busy/distracted working. And now close to the end of the year it dawned on me how close it is now.

I will want to apply for Canadian Experience but is it also possible for me, to increase my chances to apply for EE as well? Or would that overlap can cause delays?

Can someone please give me what options I have left at this point. Can I confirm again that PGWP cannot be extended?

PGWP cannot be extended. What do you mean 'overlap'?
If you had at least one year of continues skilled work experience outside of Canada, you can create a profile and enter the pool now
 
Overlap as in if I were to apply for Express Entry now and then applying for Canadian Experience after I get 1y experience.

What pool are you referring to? Where do I go to create this profile?

I have filled out all the express entry forms but in cic but have yet to submit it.

You really need to do more research. Canadian Experience Class IS Express Entry. EE is simply the system used to manage applications. You have to actually qualify for one of the immigration streams (CEC, FSW, FSTW, PNP) to be able to apply via the EE system.

The pool is the people who have qualified for one of those streams and submitted an EE profile. The instructions on the IRCC website on how to do this are quite clear.

As @canuck_in_uk explained above, CEC is a part of EE. Once you get the ITA it would be written on that, under which EE class you have been invited to apply. For example, I qualified for both CEC and FSW class when I entered the pool, but when I got the ITA, it was mentioned that they have invited me on CEC to apply.

If you want to apply under CEC, you need to look for CEC requirements and if you meet them on CIC website.

Can someone recommend what to do? I didn't expect it takes this long to get a full time position.

Should I submit now as FSW (I have about 5y work experience in NOC A) or wait 2 months for CEC? Can I submit what I have now and have someone in immigration decide this, if that's possible.

Also if someone can help me with filling the EE profile.

I'm currently filling up "Intended to work in Canada", I'm currently working full time and permanent and have no other job offer. Should I be saying I do have a job offer?

1. There are also few things that doesn't apply to currently to me, what should I put in these.
- Does (me) have a valid work permit for the current job in Canada? (I'm on PGWP what do I put here).
- Was a positive Labour Market Impact Assessment (LMIA) issued for the current work permit? (Same as above).
2. What should I tell my employer and if they need to do the LMIA assessment while I'm currently on the job?
 
Just curious, what took you long to get a full-time job? Also, if you don't mind me asking, what is your job occupation?

It is entirely your decision. No one here can decide. If you qualify under FSW, there is no harm in submitting a profile now. Note that recent draws have been 460+.

No, you don't have a job offer.
 
@chimpchimp I'm in software development, after grad I mainly worked for myself getting programming jobs online (for canadian companies). I then did few non full-time contracts even if they were full-time hours. Only this year I was able to find full-time work as QA. I suppose I could have always get work as QA but I wanted to be a programmer more.

Has <me> applied to Immigration, Refugees and Citizenship Canada before?
Is this more about perm residency+ and visitor/student applications don't apply here?
