If you've been in jail, can you apply as an international students to Canada?

Can someone who has been arrested and spent time in jail apply for a student visa? The crime is human trafficking.

The guide simply states this with no further explanation...

be law abiding and have no record of criminal activity (you may be asked to provide a Police Clearance Certificate);

HUman trafficking is a criminal offence in Canada, and therefore you are not admissible to Canada.
