If your file transferred to visa office does that mean your approved as sponsor or no?

Depends on whether you indicated on IMM1344 to proceed or withdraw if the sponsor was found ineligible. If you chose proceed, the app is forwarded to the local VO whether the sponsor is approved or not.
interesting what is the point of continuing sponsorship without a sponsor (for a long time this question has tormented me since I saw this item in the application)
It is for people who know that they don't qualify as a sponsor but are requesting processing based on H&C grounds. It is never recommended.
