The title sums it up. If original study permit is valid, but my application for a new study permit to change DLIs was refused. Will my original study permit be valid?
 
It should be because you don't stop studying at current DLI.
Is there any way to make sure? Who do I ask to be fully sure? Northern Alberta Institute of Technology says on their website that

" My original study permit is valid, but my application for a new study permit to change DLIs was refused. What can I do?
If your original study permit is valid, you still have legal status in Canada."

But you are studying at NAIT right now and would not have stopped. If your permit is still valid and you are a still a student at NAIT then you are fine. NAIT is supposed to contact IRCC if you stop studying at the school. Ask NAIT.

I am not studying at NIAT but got the reference from them. Do i ask the university I am trying to transfer to?

So NAIT is not even relevant? What school is on your permit now? That is the school that you are currently a student and studying at. If you are a current student then no need to believe permit was cancelled.

NIAT isn't relevant but I couldn't find any other university answering the question explicitly. I am at the University of Manitoba and I haven't applied for the DLI change yet because I wanted to make sure there is no risk of me doing so.

There is no risk if you are still a student and studying full time at U of M. You cannot change DLI or stop studying until new permit is approved. If refused, continue studying at U of M. U of M will not contact IRCC to cancel if you are still a full time student.
