If my refugee and asylum case was refused and I was order to leave and I left on the date and time given on my own expense without dening the orders given by the authority. And it has been 12 years that I left Canada . And if I apply for visitor /tourist visa will that refused refugee case will have any impact of my visa application.

You'll need to go through the ARC process (Authorization to Return to Canada) before you can return.
