Getting police-report from one of the coutries that I have lived in, may take up to 4 months. So in case I receive an ITA but the police report is not ready yet, then what happens?

I read somewhere that if accept the ITA but do not submit all the documents, I will be banned for re-applying to Express Entry for 5 years!
So, while all other documents including the Police report form US is ready, could that cause an issue for me?

You could provide proof of having applied for the police certificate and an LOE stating you haven't received it yet and requesting more time.
You will most certainly NOT be banned from applying for Express Entry if your police certificate hasn't arrived on time. Just explain your situation in an LOE and provide proof of having applied for PCC.
