My husband and I are planning to apply for PR under Express Entry. I am the primary applicant. As my dependent, he will able to get a work permit (correct?) and look for a job. If he gets a job that sustains the both of us, do I have the option of staying unemployed and being a stay-at-home mom? (I understand the financial strain involved in this situation, I'm only asking for regulatory reasons)

Yes - you certainly have that option.

And no - your husband will not get a work permit. He will get PR along with you. No work permit is required once you are a PR.
