If I failed university and dropped out, does that count as 'one year completed' toward university?

I failed and dropped out of university first time and then later re-entered to finish 4.5-year degree. First question: Does first failed year count toward one year of completed university? Also I cannot write down decimal points in years of school completed. Do I round it up to five years? If failed year in my first time in university count toward completion, does it mean I have six years of completion?

No, if you failed then you did not complete the year. You would round down to 4 years.
