if i apply in november 2010 does i need option c for 2009 with sufficent income

i apply my parents in 23 November 2010 I applied for 4 peson in india we was 2 here so in 2010 my income was 53500.but in 2009 my income was only 19900.now they require 2009 option c is there any problem in my file plz tell me
