I am a permanent resident of Canada & have been living there since last 3 year, I have done marriage in the year April 2016. For living with my wife, I have already submitted an application for permanent residence visa of MY SPOUSE to CIC before one week ago.

I know, its processing times of spouse visa is around 1 year,

Can my wife apply for Open Work permit ???

If you applied outland no she cant. If you applied inland i believe she was to send the app with the pr application.

With a spouse sponsorship a work permit application for a spouse would be available with an INLAND application only. If you applied with an OUTLAND application then it is just a wait for the process to complete with no work permit capability through the spouse sponsorship program.

No - she cannot apply for an open work permit. She does not qualify for one because she is outside of Canada.

She would only qualify for an OWP if she was physically in Canada and you had sponsored her for PR using the inside of Canada application process.
