It depends on what the refusal was for. If it was based on misrepresentation it would definitely affect future applications. However, if you just didn't meet the requirements of a program/category then it wouldn't create any future complications.

Agreed. If you are made inadmissible for security reasons, misrepresentation and/or medical reasons, your future applications will be difintely impacted.

The post has been changed. It originally said "applied for Canadian permanent residence in the future." Now it says "work permit". A work permit is a temporary document. The applicants is supposed to leave Canada when the work permit expires. A visa office might see a refused FSW application as an intention to settle permanently.
