If a sent an original ECA last year, should I send a copy this time?

I sent an original ECA report last year. My application was rejected and they didn't return my application package nor refunded my fee.

I'm applying again this year and I am wondering if I need to send again an original ECA or a copy would be enough(with a letter explaining that they didn't return my application last year containing the original ECA).
