Sure - you can buy fake IELTS result. If you use those fake results to apply for a Canadian visa, you can expect to be refused and then banned from Canada for five years for misrepresentation (lying in your applications and using fake documents). Fraud is take very seriously and is classified as an immigration crime. If you want a future in Canada, don't use fake documents in your application.
