I would say definitely retake the test again. That's one good thing about IELTS or CELPIP it's not just one chance, you get multiple chances. Of course, i hope you will get the score you want in the next one!

Actually you can try applying for PNPs (which are free for some provinces), which will add 600 points to yous CRS than actually retaking the exam which will just agonize your brain (and pockets). Though you can always take an exam again if you wish. Between IDP and British Council though, I like BC's exam better. Tried taking on both (twice in BC) and I can say BC makes "easier" exams.
