No - it doesn't. You need to score a minimum of 6 in each of the four categories. Take the test again.

I'm under impression that, though IELTS score majorly governs the eligibility and CRS, there is no minimum requirement.

Federal Skilled Worker Program
You must meet the minimum level of Canadian Language Benchmark (CLB) 7 in English or Niveaux de compétence linguistique canadiens (NCLC) 7 in French for your first official language in all four language abilities.

To get points for your second official language, you must meet the minimum level of CLB 5 in all four language abilities.

You should score at least 6 in each category. But it is always better if you can score at least 7.

Although language eligibility (click here) is always, the first thing to check. But another very important aspect is your score (CRS).
