Need help on the IELTS score:

I got
Listening - 6.5 , Speaking - 8 , Reading - 6.5, Writing - 7.0
and overall 7.0

Please let me know if I am eligible for applying PR under CEC class.

I think 6 in all modules is ok.

Yes you are eligible to apply in any NOC under CEC.

There's no such thing as overall in the CEC. You need 6 in every category and you're fine
to apply under skill level A,B and 0.

I believe this is a reputed forum with experienced people in this process. When the signs are not clear there is no issue to ask some random people near that toilet rather than spoiling yourself and the streets.
