I have given IELTS, whose score is valid but due to new scoring pattern my score is coming less - i am willing to give exam again but dont want to stop my application - i am confused about it
My score is coming to 375 which is less in current situation - it was 480 earlier this year

1. SHould i start and submit the express entry application
2. Can I give IELTS again and upload my new score when application is in process
3. Are there anyways to increase my score

I have Masters in US
10+ years of experience in IT
Age below 35 - i am not sure why is my score that less - please suggest if I can do something to increase my score or should I even go ahead with my application

Your age is working against you. This is one big reason why your score is low.

Yes, you can create a profile with your current IELTS results and then update your profile with new results later. Improving your IELTS score is one of the easiest ways to increase your points.

Do you have a spouse? Can you get points from your spouse for their education and/or language abilities?

Unfortunately I am single - I would really like to increase my score - In current situations giving IELTS is also an issue - since the centers are not open yet :(

You can increase your score in a few ways: improve your English language score, take a French language test, get Canadian work experience, get Canadian education.
