IELTS POINTS!!!

Hello Guys,

I'd like to thank you in advance. My friend who just gave IELTS Test has the following points:

Reading: 7
Listening: 7
Speaking: 7.5
Writing: 5.5

Overall Band Score: 7

Now I am not sure when he claims his IELTS point, does he get 12 or 14 of possible 16 points. I would appreciate if any of you could clarify this for me.
