hi, can we open the Ielts scorecard thats been received as sealed copy from idp/ BC or does it also needs to be sent as is just like transcripts? Can someone help!

Not sure what you were asking.Are you asking the physical email sent by youre Ielts center of the results?
sent where? to IRCC? nope, you don't need to send IELTS TRF to anyone. Just scan and upload the original after you receive your ITA. So, to answer your question, just open it without thinking twice.
Additionally, while you are it, please research about the EE program a bit more in-depth. While there are no smart or stupid questions, most questions can be answered with a simple Google search.
