Ielts issue

One of my friends wants to submit his application soon ,but his ielts certificate has been expired, but he has the valid offer letter that he received from university of Saskatchewan before his ielts certificate got expired. My question is , can he apply with this offer letter and ielts certificate? Or he needs to take ielts again, apply for new offer letter to his university?

IELTS exam has to be currently valid, meaning less than 2 years.

What is he applying for? Valid IELTS is not required for student visa, you are on the wrong forum.
