ielts expired application still in the agency.. need advice

My ielts expired already august 19.2019, and my application still in the agency They havent submit yet, cause they still waiting for 1 documents that i sent. Do i still need to retake the ielts?

1. If your IELTs is over 2 years old, you need a new one.
