It has to be either IELTS or CELPIP if you take an English language test.
If you decide on French, it has to be either TEF or TCF.
Without taking the test you won’t be eligible even for being in the pool.
You don’t need to provide the results right away and you technically can create a profile with the score that you intend to obtain. If the actual score is lower than what you claimed, making your CRS score fall below that of the respective round of invitations and you get ITA by that time, you will have to decline it

Btw, if you are doing that and you eventually decide to decline ITA, keep in mind that you will be wasting someone's place.
