IEC - refused application

Hi
I have received a letter that my application for working holiday Visa was refused because I have not provided the following document: "a Schedule 1 form in order to determine your whereabouts from 2007-04-14 to 2019-02-05." It's not exactly true because the document is between uploaded documents but my questions is
whether it is possible to do something with it. I read something about request for reconsideration but I'm not able to find out how to do it. Last option is to create new application (I just did it) but there is literaly no chance to get another invitation for my country.

Do you have any suggestion ?

If you indeed sent the required form, why don't you send a online webform to the IRCC ?

If your work permit application was refused and you would still like to participate in IEC, you need to create a new profile. Depending on your situation, you may be eligible for one or more IEC categories. For each category in which you are eligible, you can decide if you want to submit your profile to the appropriate pool of candidates.
If you submit a new profile and enter a pool, you can submit a new work permit application only if you receive an Invitation to Apply. Only candidates invited from a pool can apply for a work permit.
