IEC. Can you reapply?

Just asking on behalf of a friend.
So my friend applied for the IEC 2 year working holiday visa 2 years ago but due to personal circumstance he couldn't go so he never activated the visa.

Can he re apply for the IEC WHV next year when they are released?

He obviously never activated the visa so I am just wondering is he still eligible.

did your friend receive their POE letter, the one that you have to present to CBSA when landing to get the IEC permit. If your friend received this letter then regardless whether they landed or not it counts as a participation so assuming only one participation allowed then unfortinately no longer eligible.

If he was accepted but didn't use it, he cannot apply again. It counts as a participation regardeless if you enter Canada or not.
