You can simply go ahead and register for a harmonized sales tax (HST) account, if applicable, and for your municipal business licence. In this case, the legal name of your business is your personal name.
1) What should i do when i will be in British Columbia and would like to start working as independent contractor? Based on this page and my knowledge i need to sign up contract with employer and get municipal business licence because i would like to use my name as company name. Thats should be enough ? Of course when I gain more than 30000CAD it is required to register for a HST account.
