Identification documents for passport application question.

Hi, I have a question for passport application.
I wanna know if I can use my first passport from other country as identification.

"be issued by a federal, provincial, territorial or state government authority, or the equivalent abroad"
Does this mean that it doesn't have to be Canadian id?

I used my passport as one form of ID and it was accepted.
