Hi,

Myself (ICT Work permit) , wife (Open work permit) & children (student permit)

Can we travel to Canada under newly approved permits or we need to wait until travel restrictions are eased .

Yes you can travel to Canada under newly approved permits but you should have a definitive 14 Day quarantine plan. From India any Visa type person can travel to Canada until he has plans for 14 day quarantine.

As long as your wife and child are traveling with you I believe you don't need special authorization. If they aren't traveling with you they need special authorization or your wife needs proof of employment in Canada.
