I see a lot of reference to a co-signer on the Sponsor's forms.
What would cause the Sponsor to need a co-signer?

When sponsoring a spouse or dependent children, you do not need to meet income requirements and therefore would not need a co-signer. If sponsoring another relative such as your parents or grandparents, you do have to meet income requirements to show that you can support your own family as well as the sponsored relative(s). If your income is not high enough, you can ask your spouse to co-sign so you can count your spouses income as well as yours. The co-signer can not be somebody other than your spouse.
