How can I enter in a EE pool if I don't meet the requirement of EE!!

Everybody could enter into EE pool. The question is with how much points and under what program if he/she gets ITA.

Everybody who satisfies CEC/FSWP eligibility can enter EE pool. Otherwise, it is waste to even apply.
