For context, i’ve been a PR since Sept. 2021 (I have my CoPR and my case status is “closed and accepted”) - I’ve been a temporary resident for years prior and have been in Canada and haven’t left since Jan. 2019


This would mean I will be able to apply for citizenship in Sept, however, due to a multitude of reasons, I haven’t received my first PR card at all and have opted to apply for one a month ago as I intend to leave the country next spring.


Can I apply for citizenship without a PR card?
 
The application guide doesn't state that you need a PR card for a Citizenship application unless you intend to use it as a second piece of personal identification issued by the Canadian government.

However, during the citizenship ceremony, you will be asked to destroy your PR card if it was on Zoom or one of the clerks will if it was in person.

Can I apply for citizenship without a PR card?

You keep on mentioning having COPR but what is important is really the proof of virtual landing or formal landing at a border. why haven’t you been able to get a PR card. You should be looking into this to ensure that there is nothing wrong with your PR status.
