If you are eligible, You will need to submit interest to apply first (business) day of 2019 online and hope to be the first 20,000 that submitted it.
The income requirement for 2019 hasn't been posted yet but it will be similar to the one posted for 2018. For family of 5 + 2 (i.e. 7) this is the LICO:
