IELTS- L:7.5,R:7.5, W:6.5, S:7.5 , In the NOC:0124 ; 3 Years of work experience will be by July 2018, ECA of Mechanical engineering degree(4 years) has been done, have earned 1 year Canadian education (Graduate Certificate-2016) but have NO Canadian Work Experience.

I would look into getting a provincial nomination from somewhere. This will boost your points, Google provincial nomination in the province you want to go to.

Retake your IELTS test and try to get following: L: 8 or higher; everything else 7 or higher.
Once you get that it will jump you above 440 points.
