You can apply in Nova Scotia Nominee Program (NSNP) as the age limit in this program is 55 years. So you can apply under this program and second thing that you need to do is you need to clear CELPIP test. CELPIP is the test that Canadian Government accepts for Canada PR.

There is no age limit on most of the immigration programs but you get very little points at age 47.
